Just when many friends were still questioning, another netizen exposed a case on March 11, 2026, where the Xianan Branch of the Public Security Bureau of Xiaogan City imposed a penalty for using a VPN to bypass restrictions, violating the "Interim Regulations on the Management of International Connections of Computer Information Networks of the People's Republic of China" promulgated in 1996.
This time, violations included Article 6, Article 8, Paragraph 1, Article 10, and Article 14, adding Article 8, Paragraph 1 and Article 10 compared to the last case, with a penalty of 500 yuan, higher than the previous case’s 200 yuan.
Article 8, Paragraph 1:
Accessing the network must be done through the Internet for international connections.
Article 10:
For individuals, legal persons, and other organizations (collectively referred to as users) whose computers or computer information networks require international connections, they must connect to the network for international connections.
The computer or computer information network mentioned in the previous paragraph that requires network access shall obtain the consent of the access unit and complete registration procedures.
Today, many friends are saying that if you just bypass the restrictions without doing "reactionary" things, generally speaking, you will not be handled. I agree with this point, as the current police force is limited and will not punish all users who bypass restrictions, nor can they manage it all.
But the law may not exist to punish you now, but rather to have a basis for punishing you in the future in case of issues.
