Take the easy win on stable legislation now. Dems are already trying to pack the draft bills with tons of garbage amendments and the Republican refrain has been a consistent “no comment. This change is more suitable for market structure discussions. So tbd and not pertinent here.” Once you get the stable bill passed, we set basic agreed terms to leverage in market structure. This is like lawyering 101 w/ simple negotiation anchoring. Doesn’t matter how you got there, people naturally gravitate to previously agreed terms and structures. You can say “well, Congress doesn’t work that way”. But I promise you, everyone does. We start horse trading between market structure and stablecoin legislation (which is already pretty good), then not only do we risk not getting either. But stablecoin legislation will undoubtedly get worse from here. “Oh we agreed to these criminal penalties in market structure, what’s the reason we shouldn’t do the same in stables? It’s the same issue” And on and on.
