I have previously discussed this issue with Can from @ Backpack. Using Coinbase as an example, the SEC does not restrict listed companies from issuing coins. IPOs and coin issuances are not mutually restrictive, and even Coinbase can issue coins now, and coins and stocks may not correspond.
