During the summer, an unknown actor executed a large-scale “dusting” campaign: sending 41,523 OP_RETURN messages from 3,738 sender addresses to 39,423 recipient addresses. The targeted addresses collectively held about 2,334,482.5 BTC. Most messages included a warning that the addresses appeared to be “lost or abandoned,” a demand to prove control by making an on-chain transaction, or else risk “relinquishment” of rights. Very few addresses responded by moving coins in reaction to the messages.
