One big issue with Binance's Chinese PR right now is that there are too many bootlickers. This makes it so that anyone with influence who tries to give them an objective evaluation has to endure a lot of social pressure.
When there are too many bootlickers, all you hear around you are good things, which is fine. Sure, 'distributing based on noise' can temporarily smooth things over, but in the crypto space, most people who make any real money tend to have pretty high egos. During an uptrend, it's all praise, but during a downtrend, aside from a few bootlickers, who else would dare to take on the social pressure to speak fairly for Binance without compensation?
This 'distributing based on noise' approach gives off the vibe of being a eunuch—pleasing the master, coaxing them, or being forced into a corner before they reluctantly throw you a bone. If the master doesn’t want to give, no matter what, you’re not getting anything. If there are any other options, this group of high-ego users will leave very quickly.
