From November 18 to 20, 2024, the first Cross-Strait Service Industry Conference, jointly hosted by the China Chamber of Commerce, the Economic Bureau of the State Council's Taiwan Affairs Office, the Taiwan Service Industry Alliance Association, and the Taiwan Chamber of Commerce, was grandly held in Chongqing. At the same time, the 13th Cross-Strait and Hong Kong-Macau Service Industry Forum was co-hosted by the China Chamber of Commerce, the Taiwan Service Industry Alliance Association, the Taiwan Chamber of Commerce, the Hong Kong Chinese Manufacturers' Association, the Hong Kong Small and Medium Enterprises Association, and the Macau Convention and Exhibition Industry Association during the conference.

At the conference on the 19th, Deputy Director Pan Xianzhang stated that currently, global service trade and cooperation in the service industry are developing deeply, with the processes of digitalization, intelligence, and greening accelerating. New technologies, new business formats, and new models are emerging continuously. The industry on both sides of the strait should uphold an open, inclusive, and win-win mindset, enhancing cooperation levels and effectiveness through mutual shareholding, joint research and development, co-creating brands, setting common standards, and expanding markets, thereby creating new growth poles for cross-strait industrial cooperation. He emphasized that the industry on both sides should actively maintain peaceful development and strengthen the foundation for cooperation, jointly creating a peaceful and stable environment in the Taiwan Strait for deepening cross-strait integrated development.
Shang Kui, Standing Committee Member of the Chongqing Municipal Committee, Minister of the United Front Work Department, and Vice Mayor of the Municipal Government, introduced the current economic and social development of Chongqing, especially the achievements in the continuous development of the modern service industry. He pointed out that the rapid growth of Chongqing's economy has brought enormous market space and unlimited potential for the development of the modern service industry. He hopes that people from Taiwan, Hong Kong, and Macau will come to Chongqing to experience its vibrant energy and welcomes them to invest and start businesses in Chongqing.
Jiang Ming, President of the China Chamber of Commerce, stated that this conference, themed "Innovative Services, Co-Creating the Future," has a higher standard, larger scale, and richer content compared to previous forums. Jiang Ming expressed the hope that through this conference, cross-strait economic exchanges could be further promoted, facilitating integrated development, focusing on grasping the overall situation of cross-strait relations, and co-creating a beautiful future for national reunification and national rejuvenation. He expressed the desire to make the Cross-Strait Service Industry Conference a representative, diverse, and inclusive event for exchanges among compatriots on both sides, becoming an important practical platform for expanding exchanges in the service industry across the strait and Hong Kong-Macau, deepening the feelings of kinship and friendship among compatriots, building consensus, and promoting peaceful development, helping Taiwanese enterprises, compatriots, and youth to integrate more deeply into the new development pattern of the mainland's service industry.
Zhang Pingzhao, Honorary Chairman of the Taiwan Service Industry Alliance Association, emphasized in his speech the strong complementary advantages of the service industry between the two sides and expressed the hope that through practical cooperation, Taiwan's rich experience in refined services and innovative applications could be integrated with the vast market and vigorous digital economy of the mainland, co-creating a mutually beneficial and win-win beautiful future.
Zhang Zhigang, former Vice Minister of Commerce and former President of the China Chamber of Commerce, as a pioneer of the Cross-Strait Service Industry Forum, reviewed the forum's journey from its inception to continuous innovation, development, and brand effect, yielding fruitful results in his keynote speech. Zhang Zhigang stated that under the current situation of cross-strait relations, both sides need to actively promote economic exchanges and facilitate integrated development, better winning the hearts of the Taiwanese people, especially encouraging more Taiwanese youth to participate in cooperative practices.
Tan Yaoquan, Chairman of the HK SME Association, stated in his speech that in the context of profound changes in the global economic landscape and market environment, the service industry, as an important engine of economic development, is becoming increasingly prominent. In the face of fierce international competition and constantly changing market demands, we need to establish a more comprehensive ESGD service system to enhance the overall competitiveness and innovation capability of the service industry. First, we must strengthen policy communication and coordination; second, we should promote technological innovation and business model innovation. At the same time, we must pay attention to talent cultivation and introduction, strengthening cooperation and exchanges with international organizations. Chairman Tan expressed the hope that by enhancing exchanges and cooperation between the service industries of both sides and Hong Kong-Macau, barriers could be broken, resources and advantages could be complemented, forming a closer cooperation network for mutual development.
Chairman Tan called for the promotion of the construction of the ESGD service system as a long-term and arduous task. He believes that as long as we work hand in hand and make joint efforts, we will surely achieve fruitful results. Let us adopt a more open attitude and more pragmatic actions to jointly promote the prosperous development of the service industries across the strait and Hong Kong-Macau, making new and greater contributions to the great rejuvenation of the Chinese nation.
Cross-Strait Service Industry Exchange and Cooperation
The China Chamber of Commerce, the Taiwan Service Industry Alliance Association, and the Taiwan Chamber of Commerce jointly issued a proposal for the exchange and cooperation of the service industry across the strait, aiming to further strengthen cooperation in the service industry between the two sides to a higher level and broader fields. This includes: promoting the deep integration of traditional and innovative service industries across the strait; strengthening exchanges among youth and building mutual trust; and promoting green, low-carbon, and sustainable development in the service industry across the strait.

Cross-Strait and Hong Kong-Macau Service Industry Joint Working
During the meeting, the China Chamber of Commerce, the HK SME Association, and influential comprehensive service industry organizations from Taiwan, Hong Kong, and Macau discussed establishing an international service alliance joint working mechanism for the service industry across the strait and Hong Kong-Macau, determining to establish a communication and coordination group, formulate work details, strengthen publicity and promotion, hold regular joint working meetings, and promote high-quality integrated development of the service industry across the strait and Hong Kong-Macau.
Specialized Forums
The conference set up four specialized forums: "Cooperation and Innovative Development in the Service Industry," "The Role of Youth in Service Industry Development," "Compliance and ESG," and "International Cooperation in Vocational Education." Renowned enterprises and industry veterans from the service industry across the strait and Hong Kong-Macau engaged in in-depth discussions in various subfields, including financial services, digital economy, information technology, youth innovation, cybersecurity, legal consulting, e-commerce, cultural creativity, ESG compliance management, and vocational education development.
Dr. Li Suping, an advisor to the HK SME Association, delivered a speech on "Unfailing Network Security New Technologies." He discussed the transformation of network intrusion methods, the necessity of network security, and network security services, using multiple case analyses to vividly and thoroughly introduce the importance and necessity of network security issues in today's society. In the current digital age, whether it is personal privacy protection, safeguarding corporate trade secrets, or national security assurance, strong network security protection is indispensable.
Preventing cybersecurity issues is also a crucial aspect that small and medium enterprises cannot ignore in today's business environment. The HK SME Association has always focused on helping small and medium enterprises enhance their awareness of cybersecurity prevention and assisting them in solving cybersecurity issues, and will continue to strive to create a more prosperous and stable business environment for small and medium enterprises across the strait and four regions.

Mr. Sam Tsang, Chairman of the HK SME Association's Web 3.0 Industry Development Committee, focused his speech on "Opportunities and Challenges for Hong Kong Youth in the Digital Economy." He comprehensively analyzed the potential and global impact of the digital economy, as well as the excellent employment and entrepreneurial opportunities it creates for youth, receiving widespread acclaim. The construction of the Guangdong-Hong Kong-Macau Greater Bay Area has opened a new stage for Hong Kong youth, and the digital industrialization and industrial digitalization have facilitated their integration into the Bay Area. The rise of digital finance has also provided rich development platforms for Hong Kong youth. Mr. Tsang emphasized that enhancing digital skills, innovative thinking, and cross-border collaboration capabilities is key for Hong Kong youth to keep pace with the digital economy trend.
The HK SME Association is also actively exploring how to better guide Hong Kong youth to integrate into the Greater Bay Area, providing comprehensive employment and entrepreneurial guidance for youth across the strait and four regions.
Tu Xiong, Deputy Director of the Economic Bureau of the State Council's Taiwan Affairs Office, pointed out three characteristics of the conference in his summary. First, it is both principled and innovative. The scale of the conference activities is expanding, the level is rising, and the fields are broadening. Industry, government, academia, and research are all participating, actively exploring new models for the development of the service industry across the strait and Hong Kong-Macau. Second, it is grounded in the present while looking to the future. While exploring the development of the service industry across the strait and Hong Kong, the conference also looked ahead to future trends, pointing out the future advantages of complementarity and win-win cooperation in the service industry across the strait and Hong Kong-Macau, striving towards digitalization, intelligence, greening, cluster development, and innovative development. Third, it is both planning for development and shouldering great responsibilities. The conference aligns with the common aspirations of compatriots on both sides for peace, development, exchange, and cooperation. The jointly issued proposal for the exchange and cooperation of the service industry across the strait provides new choices for Taiwanese businesses, enterprises, and youth to dream, pursue, and realize their dreams, creating new spaces.
Since its establishment in 2011, the Cross-Strait and Hong Kong-Macau Service Industry Forum has been held for thirteen consecutive sessions, shouldering the mission of developing the service industry across the strait and Hong Kong-Macau, increasingly influencing the service of a unified large market, and promoting high-quality integrated development of the service industry across the strait and Hong Kong-Macau. This forum, themed "Innovative Services, Co-Creating the Future," focuses on innovation-driven new quality productivity, deeply analyzing the current status and trends of service industry development across the strait and Hong Kong-Macau, the pioneering and innovative roles of youth in the service industry, and jointly exploring the cooperation mechanisms and broad prospects for the service industry across the strait and Hong Kong-Macau.
