The purpose of raising tariffs is very simple: first, the government is short on money, and second, they want to bring some manufacturing back. That's it.

Regarding the first purpose, this is one-sided; if possible, Trump would want to raise it to 100%. The second purpose can be slightly negotiated, such as some manufacturing in Mexico and some in China (like BYD), while Canada has bigger ambitions… Europe doesn't have much to offer… I can't think of any leverage Europe has for negotiation.

Why are they desperately trying to achieve fiscal balance? They still want to preserve the dollar as the printing machine, right?
