Pakistan announces Bitcoin (BTC) strategic reserves

Bilal Bin Saqib, head of the Pakistan Cryptocurrency Committee, announced on May 28 that the country is working to establish a strategic Bitcoin (BTC) reserve.

At the Bitcoin 2025 conference held in Las Vegas, Nevada, Saqib stated that the Pakistani government is following the example of the United States by establishing a Bitcoin strategic reserve and adopting regulatory policies that support cryptocurrency. The government official told the audience:

"Today is a very historic day. Today, I announce that the Pakistani government is establishing its own government-led Bitcoin strategic reserve, and we want to thank the United States once again, as we have been inspired by them."

This announcement marks a significant shift in the Pakistani government's stance on cryptocurrency, as the government had previously stated that cryptocurrency would never be legalized in the country.

Pakistan's shift reflects a broader trend of increasing adoption of supportive cryptocurrency policies by many countries following the regulatory policy changes in Washington, D.C. during Donald Trump's presidency.

In February 2025, the Pakistani government first explored the idea of a "National Cryptocurrency Committee" to oversee the development of a comprehensive cryptocurrency regulatory framework and attract foreign investment.

The committee proposed several initiatives, including using excess energy to mine BTC or build data centers, as well as accumulating BTC for the national treasury.

In May 2025, the committee announced the allocation of 2,000 megawatts of excess energy for Bitcoin mining and high-performance computing data centers.

Changpeng Zhao, co-founder of Binance, is one of the advisors to the committee. He was appointed in April to provide advice on cryptocurrency regulation, blockchain infrastructure, and the adoption of digital assets.

Trump's decentralized finance protocol, World Liberty Finance Initiative (WLFI), signed a letter of intent on April 27 to help the country tokenize real-world assets, build DeFi architecture, and experiment with cryptocurrency products.

Recently, in May 2025, the Pakistani Ministry of Finance commissioned the establishment of a brand new agency responsible for overseeing the regulation of digital assets in Pakistan. The Digital Asset Management Bureau will be responsible for regulating cryptocurrency platforms and issuing licenses to digital asset providers operating in the country.
