The European Parliament will vote on the proposal for technological sovereignty in July.

The European Parliament is set to vote on a technology sovereignty proposal submitted by the Industry, Research and Energy Committee (ITRE), led by pro-Bitcoin MEP Sarah Knafo.

ITRE is one of the 24 permanent committees of the European Parliament and passed a non-binding report on June 3, 2025, addressing technology sovereignty and digital infrastructure, calling for the development of policies for a European digital ecosystem.

The proposal highlights concerns about Europe lagging behind the United States and China in strategic areas such as cloud computing, cybersecurity, artificial intelligence, semiconductors, and communication infrastructure.

The report suggests removing barriers to innovative private investment, promoting energy-efficient computing and blockchain infrastructure, and protecting privacy in digital finance.

According to ITRE's communication, the European Parliament is expected to vote on the proposal at the upcoming plenary session.

The main supporter of the proposal, Sarah Knafo, told Cointelegraph that the vote is likely to take place during the July session.

“If all right-wing parties vote in favor of the text, which they usually should, we have a good chance of getting a majority,” Knafo stated. “But left-wing parties are putting pressure on center-right parties to try to block it. We will see if they can withstand the pressure.”

Knafo emphasized that the report is not yet legally binding legislation and is only intended to define political guidelines.

“I firmly believe we are still at the very beginning of the digital revolution. So far, Europe can at least be said to be lagging behind,” Knafo said, adding:

“We have all the excellent engineers and scientists we need to catch up with the United States and China. We just need the right political framework to let them work in Europe.”

While Knafo is confident about the potential of the EU's digital revolution, some commentators are not optimistic about the outcome.

Skeptics from the French media outlet Frontières expressed gratitude for Knafo's efforts but doubted whether the proposal could gain majority support from the 720 members of Parliament.

“Change will come from the nations. Change will come from the people. Germany's Alternative for Germany (AfD), Poland, Hungary, the Netherlands. Progress is slow, but it is indeed advancing,” one commentator wrote.

Knafo's advocacy for technology sovereignty comes after her public opposition to the European Central Bank (ECB) digital euro plan. In a speech to the European Parliament at the end of 2024, she called for the establishment of a Bitcoin (BTC) strategic reserve.

“Do not support the digital euro, support the establishment of a Bitcoin strategic reserve,” Knafo stated in her speech to the European Parliament last December.

However, the EU is moving in the opposite direction. ECB officials like Piero Cipollone have emphasized the urgent need for a digital euro to counter the growing adoption of dollar-pegged stablecoins.

In January 2025, ECB President Christine Lagarde also dismissed the opportunity to create a Bitcoin reserve, stressing that central bank reserves must be “liquid, safe, and reliable.”
