The government of Albania has decided to promote an artificial intelligence (AI) agent to the position of a minister in an effort to curb corruption. Edi Rama, the Albanian Prime Minister, recently announced that Diella, an AI assistant whose name means “sun” in Albanian, had become the “first cabinet member who is not physically present, but has been virtually created by AI.”
Diella was introduced earlier this year as an assistant to help users take action in e-Albania, the governmental portal that puts 95% of its public services online. At the time, Diella was depicted as a woman dressed in a Zandrima attire, considered one of the most distinctive Albanian costumes.
The move, which can be the very first of its kind, will put Diella in charge of Albanian public tenders, being allowed to choose between the different propositions, examining each one to assess its merits.
Corruption in public tenders is rampant in Albania, reaching the highest echelons of power. In 2023, former Albanian Deputy Minister of Health Klodjan Rrjepaj and three individuals were arrested for corruption linked to a public tender for the sterilization of surgical equipment valued at 100 million euros. Diella’s objective is to stop this from happening ever again.
The reception of the news was mixed. Local media praised the idea, noting that it was a “major transformation in the way the Albanian government conceives and exercises administrative power, introducing technology not only as a tool, but also as an active participant in governance.”
Others believe that Diella might be manipulated to favor certain projects, claiming that in Albania, even an AI can be corrupted.
The United Arab Emirates executed a similar move in April, implementing an AI system to help streamline the nation’s legislative processes.
