White House AI and Crypto Czar David Sacks shared on social media platform X last week that Senate leaders confirmed a January 2026 markup for the Digital Asset Market Clarity (CLARITY) Act. His statement followed a call with Senate Banking Committee Chairman Tim Scott and Senate Agriculture Committee Chairman John Boozman, signaling movement on crypto market structure legislation.

Sacks stated:

We had a great call today with Chairmen Senator Tim Scott and John Boozman who confirmed that a markup for Clarity is coming in January.

“Thanks to their leadership, as well as Rep. French Hill and Glenn ‘GT’ Thompson in the House, we are closer than ever to passing the landmark crypto market structure legislation that President Trump has called for. We look forward to finishing the job in January!” the White House Crypto Czar noted.

The Digital Asset Market Clarity Act of 2025 seeks to provide clear federal rules for digital asset markets by defining oversight between the U.S. Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). The bill strengthens consumer protections through disclosure, registration, and fund-segregation requirements while creating clear pathways for developers and firms to operate, raise capital, and trade digital commodities in the United States. Supporters argue it would reduce regulatory uncertainty, encourage innovation, keep crypto businesses onshore, and reinforce U.S. leadership in the global financial system.

Industry leaders are intensifying their lobbying efforts as the CLARITY Act nears a critical January Senate markup. While Brian Armstrong has been a vocal proponent, executives from Kraken, Ripple, and the Crypto Council for Innovation are also pushing for the bill to resolve the jurisdictional “turf war” between the SEC and CFTC. Supporters argue the legislation is essential to prevent further “regulation by enforcement” and to ensure U.S. markets remain competitive against regions like the EU and UK, which have already implemented comprehensive frameworks.
