Sources also indicated that the memorandum simultaneously requires all artificial intelligence companies contracted with the U.S. Department of Defense to commit to not interfering with military command systems, with ultimate decision-making authority in military affairs residing with the President. Sources emphasized that the contents of this memorandum are still subject to adjustment and modification, covering multiple key work arrangements, and the aim is to replace the artificial intelligence national security memorandum previously issued by the Biden administration, and it is not specifically targeting Anthropic or the U.S. Department of Defense. Nevertheless, some officials believe that the memorandum's advocacy for the introduction of multiple artificial intelligence service providers can provide political leeway for the U.S. Department of Defense, allowing it to quietly retract its previous statements. Anthropic was previously the only artificial intelligence company authorized to undertake classified projects; the company insists on establishing safety protective rules for the use of its products, while the U.S. Department of Defense had previously claimed that this action poses risks to the related supply chains.
