The first phase includes "transforming the ceasefire into a comprehensive truce within 30 days," "establishing principles for constructing an international mechanism to ensure that hostilities do not resume," "achieving a ceasefire throughout the region with both sides committing to not violate the ceasefire, which includes all regional allies of Iran and Israel," "gradually lifting the blockade on Iranian ports in a manner compatible with the gradual opening of the Strait of Hormuz," "Iran being responsible for clearing the mines," "readjusting Iran's previous proposals regarding compensation and other matters," "the U.S. withdrawing from Iranian adjacent waters and stopping the gathering of new troops," and other contents.
The second phase includes "discussions aimed at completely halting uranium enrichment for a maximum of 15 years," and "after the stipulated time expires, Iran will resume uranium enrichment activities according to the zero stock principle," among other contents. At the same time, the plan opposes the dismantling or destruction of Iran's nuclear facilities, and regarding the existing high-enriched uranium stockpile, the proposal suggests options such as transferring it abroad or diluting the uranium enrichment ratio. Additionally, the plan also addresses the gradual lifting of economic sanctions on Iran.
The third phase will involve Iran conducting strategic talks with regional countries to discuss how to build a security system covering the entire region.
