There are 9000~ people who are centimillionaires who are not US citizens/residents & not in a tier 1 partner visa country. They’re from China, India, Russia, Saudi Arabia, Vietnam, Indonesia, Turkey, etc. So either: -11% of them couldn’t hire a good immigration lawyer to figure out a multi-step immigration route and instead bought this visa. -Or the US didn’t sell that many. -Or foreign governments have used this as a great way to bulk migrate people (and espionage agents) into the country.
