The Ethereum Foundation has launched the "Protocol" execution business unit, which focuses on three things: expanding L1, expanding L2, and enhancing user experience. It seems that there is indeed a real emphasis on the implementation of engineering projects, which is a good thing. However, it is still believed that the highest priority at this stage is to integrate L2 rather than expand L1. The top priority is to give L1 back leadership and enable the L1/L2 ecosystem to truly collaborate.
