Diplomats emphasize that the outline of a trade agreement remains a constantly evolving goal, and any agreement requires Trump's approval to move forward. Washington has not indicated that it will exempt politically sensitive industries such as automobiles, steel, aluminum, or pharmaceuticals as required by the European Union.
