GitHub calls for the establishment of a European sovereign technology fund to support open source software

According to the GitHub blog, open source software is crucial for the economy and society as a digital infrastructure, but its maintenance funding has long been insufficient. The GitHub Developer Policy Team has commissioned Open Forum Europe, Fraunhofer ISI, and European University Research Institute to conduct a feasibility study on promoting the successful experience of German sovereign technology institutions at the EU level and advocating for the establishment of the European Sovereign Technology Fund (EAmeriaTF). The research suggests that the fund should focus on investing in open source dependency, maintenance, security, improvement, and ecosystem construction, and propose seven design standards including funding pool, low bureaucracy, political independence, flexible funding, community participation, strategic alignment, and high transparency. GitHub calls on the European Union to invest at least 350 million euros in the 2028-2035 budget and to jointly invest with industry and countries to ensure the sustainable development and digital sovereignty of open source software.
