According to Eleanor Terrett, at a press conference before the August recess of the House of Representatives, House Majority Whip Tom Emmer stated that he will strive to garner more support from Senate Democrats for his Blockchain Regulatory Certainty Act. The bill aims to clarify that blockchain developers and infrastructure providers (such as miners, validators, and node operators) are not considered currency transferors as long as they do not hold funds in custody. Emmer called the bill a "non partisan issue", stressed that there are clear rules for protecting Americans and innovators, and welcomed the Senate's adjustment and improvement of the bill in the process of deliberation.
