Federal Reserve staff said that Thursday's visit showed reporters the internal work situation of the construction site, where about 700 to 800 workers work in shifts every day. Republicans have questioned a document from the National Capital Planning Commission regarding a renovation project that mentions a "rooftop garden terrace" providing a resting area for Federal Reserve employees.
