Currently, 19 member states have supported the proposal, with France and other countries shifting their stance towards support. Germany has not yet made a clear statement. If the bill is passed by a majority, it will bring significant changes to the EU's digital communication privacy regulations. It is reported that the European Council needs to obtain a specific majority of votes to approve such measures, which involves two conditions: at least 55% of member states (equivalent to 15 out of 27 countries) must vote in favor, and these countries must represent more than 65% of the total population of the European Union.
