Housing in Jamaica is not primarily a financing issue, it is a supply issue. The real challenges lie in land availability, contractors, and the approvals process, all of which have slowed our ability to deliver the 150,000 homes that Jamaicans need.
Over the last five years, we worked on delivering 70,000 homes through the NHT, with 53,000 already in design, procurement, and construction. Communities such as Bernard Lodge already show the progress being made. Looking ahead, we are committing to another 60,000 homes in our third term.
To achieve this, we are introducing urban tax relief to attract private sector investment in areas such as Spanish Town, Clarendon, Hanover, St. James, Trelawny, St. Thomas and key communities in Kingston. We are also reserving 15 percent of NHT-sponsored units for young people. Importantly, first-time homeowners will be able to sell back their starter homes to the NHT and still access a second benefit, creating a cycle where affordable homes remain available to the next generation.
