[Japan Financial Services Agency Releases Cybersecurity Enhancement Policy for Crypto Asset Exchanges]
On April 3, the Japan Financial Services Agency (FSA) announced the "Cybersecurity Enhancement Policy for Crypto Asset Exchanges," which was formulated based on 18 opinions collected during the public consultation period from February to March 2026. The policy introduces a three-layer security framework of "self-help, mutual assistance, and public assistance," aiming to protect investors' assets. The FSA highlighted that cyberattack methods have become highly organized, and traditional cold wallet management can no longer ensure security. Moving forward, the agency will conduct threat-driven penetration tests on some major operators and plans to revise administrative guidelines to improve cybersecurity personnel allocation and external audit standards.
