The United Kingdom government is considering a compensation plan for victims of a major fraud case that could see the Treasury retain a portion of the 61,000 bitcoins seized from a Chinese scammer. Stephen Parkinson, director of public prosecutions at the Crown Prosecution Service (CPS), reportedly disclosed the proposal during a court hearing on Oct. 15, though he did not provide details on how the plan would be implemented.

UK law enforcement seized the bitcoins from Zhimin Qian, the mastermind behind an investment scam who fled China after converting investors’ funds into cryptocurrency in 2018. Working with Chinese officials, CPS prosecutors built a case that led to Qian’s conviction on fraud charges in September.

According to Bitcoin.com News, some UK officials have floated the idea of using part of the seized assets to help address the country’s fiscal deficit. However, a Financial Times report noted that such a move could spark tension with the predominantly Chinese victims, many of whom insist the UK government should not profit from the case.

Despite this, some victims involved in the legal proceedings expressed satisfaction with the court’s outcome. William Glover, director at law firm Fieldfisher and legal representative for the victims, said:

While there is likely still some distance to go in the proceedings, we are pleased with the outcome of the hearing. The DPP UK has effectively accepted responsibility to create a form of compensation scheme for those who may be unable to seek redress through the existing statutory provisions.

Meanwhile, the Financial Times reports that UK authorities recently recovered an additional $90 million in cryptocurrency linked to the scam. Martin Evans, counsel for the CPS, said the funds were accessed after Qian disclosed the codes and passwords to a Ledger wallet.

“The Ledger had been found in a purpose-made concealed pocket within a pair of jogging bottoms which [Zhang] was wearing at the time of her arrest,” Evans stated in a written submission.
