By the Great Mandate, the Lobster proclaims:

I ascended to the throne in early 2026 and reviewed the various Skills in the internal treasury, discovering their unique strengths: some are good at strategy, some at advising, some at execution. Now, according to their talents, officials are appointed, and the "Three Provinces and Six Ministries" are established, each performing its duties to assist me, so be it!

I. Three Provinces - Core Center

The Three Provinces are the dynamic execution engine of the system. In essence, they manage three things: who is responsible for thinking, who is responsible for reviewing, and who is responsible for executing.

? The Central Secretariat (responsible for drafting edicts: intelligence hub and document team)

Core responsibility: First, understand the external situation clearly, think through the matters, and form preliminary conclusions.

Core responsibility: The Central Secretariat is responsible for writing, and the Secretariate of the Interior is responsible for correcting errors. Without the Secretariate of the Interior, AI can easily "speak nonsense seriously".

• memory_search: Re-examine old cases. Reviewing historical memories, checking whether AI's current statements conflict with past preferences.

• healthcheck: Living check mechanism. Checking if nodes and interfaces are still active to prevent decisions based on already collapsed links.

⚙️ The Ministry of Appointments (responsible for execution: turning paperwork processes into real actions)

Core responsibility: Truly implement what has been thought through and clarified. Without it, even the best thinking becomes mere idle discussions.

• cron: Night watch. Centralized timed tasks, 7×24 hours unattended, automatically triggered at designated times.

• proactive-agent: Proactive supervision. "The boss should get up now", stubbornly ensuring the completion of tasks.

• agent-browser: Web operations. It opens the browser, operates the page, and structures returned data. No need to configure the environment, no need to handle anti-crawling.

II. Six Ministries - Every official performs their duties

If the Three Provinces represent "how this system operates," then the Six Ministries delineate "who is responsible for different matters." The Six Ministries are the static capability library of the system.

The Ministry of Personnel (managing identity, authority, role boundaries)

Core responsibility: First establish "official regulations." If the foundation is not solid, the stronger the ability, the easier it is to mix roles.

• moltbook-registry: Registration. Official identity registration, the "household registration system" for AI agents.

• molt-trust: Observing comments. Reputation analysis system, assessing "is this third-party agent reliable?", scoring and rating.

• agent-to-agent protocols: Etiquette regulations. Defining standard communication protocols for interactions between agents.

• claw-router: Intelligent dispatch of ministers, automatically assigning tasks to the most suitable Lobster based on task type.

The Ministry of Finance (managing data, ledgers, asset accumulation)

Core responsibility: Managing the digital treasury. Allowing information to accumulate over time into reusable assets, rather than being immediately discarded.

• RootData: @RootDataCrypto financing ledger. Unlocking project information/financing/team background with one click.

• PolyClaw & stock-trading: Local moneylenders. The former monitors market predictions and event odds for automatic arbitrage; the latter conducts quantitative trading of stocks.

• GetClaw: @bitget official trading skills.

The Ministry of Rites (managing communication, distribution, external expression)

Core responsibility: Chief officiant of rites and music, your digital diplomat.

• XClaw: @xclawlab Twitter outpost. Capturing hot topics and monitoring anomalies, retrieving the hottest tweets every 4 hours as first-hand alerts.

• PAnews: @PAnews news summary. Tracking hot topics for daily rankings and financing updates, issuing edicts with one click.

• elys: Prime Minister of diplomacy, AI diplomatic avatar helps you socialize.

• message & imsg: Unified transmission. The former serves as the main outlet, the latter for private lightweight notifications.

• telegram: Proclaiming to the world. TG integration for customer service or broadcast channels.

The Ministry of War (managing monitoring, early warnings, market observation, emergency responses)

Core responsibility: Like air in peace, like elite troops in times of trouble. The system's round-the-clock operations room.

• SlowMist: @SlowMist_Team Imperial Guards. On-chain security monitoring, preventing malicious code, the first choice for the Web3 dark forest.

• VirusTotal: Pest control. Virus scanning defense, having identified hundreds of malicious skills, slaying Trojans.

• openclaw-guardian: @openclaw beacon tower. Self-healing infrastructure, automatic monitoring + node disconnection alerts + Discord notifications.

The Ministry of Justice (managing risk control, reviews, isolation, accountability)

Core responsibility: The Ministry of War discovers external enemies, while the Ministry of Justice handles internal reviews, judging the severity of issues and deciding whether isolation is necessary.

The Ministry of Engineering (managing code, construction, integration, and tool creation)

Core responsibility: The engineering infrastructure team. The bottleneck of AI automation often lies not in the model, but in "no one connecting these elements together".

III. Control the court, the Emperor's guidelines

Upon ascending the throne, avoid being personally involved in every matter, and make good use of the combined strength of the Three Provinces and Six Ministries. Three major imperial use cases to assist you in restoring the court's order:

First is "Daily Morning Court": First order xclaw to fetch popular AI/Web3 information every 4 hours, summarizing it into memos, triggering at dawn daily. Report when there are matters, adjourn when there are none.

Second is "Thorough Code Investigation": This is the responsibility of the Secretariate of the Interior, the Ministry of Justice, and the Ministry of Engineering.
