Cronos today announced the product roadmap and the first part of the CRO token economics proposal, while VeChain's Interstellar hard fork is set to activate on September 16.

BTC: CLARITY Act Senate Procedural Vote on September 15, 60 Votes are the Lifeline

This is not the final vote, but it determines whether the bill can survive this week.

According to POLITICO's report on September 14, Senate Minority Leader Chuck Schumer convened a Democratic caucus meeting on Sunday night to discuss the vote arrangements for Tuesday. The Senate is scheduled to vote on the "motion to advance" H.R. 3633 (the CLARITY Act) at 2:15 PM EST on September 15, requiring a threshold of 60 votes. The Republican seats alone are not enough to cross this line and must attract some Democrats and independent legislators.

On September 14, Republicans released a final text of 635 pages, claiming it includes 126 substantive amendments proposed by Democrats, including granting limited enforcement authority to state attorneys general. According to a senior Republican aide cited by the AP, Trump has accepted about 80% of the contents of the conflict of interest proposals put forward by Senators Tillis and Gallego. The remaining disagreement centers on cryptocurrency ethics provisions regarding government officials: Democrats want to restrict the president from profiting through family cryptocurrency businesses, while Republicans advocate for a vote to advance first and discuss during deliberation.

About a dozen Democrats have been negotiating on the bill for months, but there are still three categories of unresolved issues. Former federal prosecutor Renato Mariotti believes the bill is "effectively dead" based on discussions with legislators and congressional staffers, while Coinbase's Chief Policy Officer Faryar Shirzad has publicly expressed optimism about the path to reaching 60 votes. Ripple's Chief Legal Officer Stuart Alderoty has called September 15 a critical test.

If the bill enters formal debate, it will establish the jurisdictional division of digital assets between the SEC and CFTC, leading to a qualifying framework for spot ETFs of BTC, ETH, and XRP. A failed vote does not mean regulatory paralysis; the SEC and CFTC will continue to advance rules under existing authority, but the legislative window at the congressional level will be difficult to reopen before the 2026 midterm elections.

CRCL: Circle Arc Mainnet Opens on September 16, BlackRock and Visa as Validators

This is the first time a stablecoin issuer has built a public blockchain with the custody and clearing systems of traditional finance.

According to Circle's official press release, the Arc public mainnet is set to launch on September 16, with more than 100 institutions and ecosystem builders currently participating in the private mainnet. There are a total of 11 founding validators: BlackRock, DTCC, Galaxy, Global Payments, ICE, Mastercard, MoneyGram, SBI Group, Standard Chartered, Mitsui Sumitomo, and Visa. Circle CEO Jeremy Allaire told CNBC that the number of validators will gradually expand to between 20 and 40, and ARC token holders will be able to participate in staking and governance voting in the future.

Arc uses USDC as its native gas token, is compatible with EVM, has sub-second finality, and features an inbuilt forex engine StableFX. On the first day, among the listed applications are DeFi projects such as Aave, Aerodrome, Uniswap, Morpho, FalconX, and GSR, while the payments side includes Rain, Thunes, and Wirex. Wallets and infrastructure include MetaMask, Ledger, Kraken, Upbit, Fireblocks, and Chainlink. This is also a common catalyst for the three tokens AAVE, UNI, and AERO this week.

Institutional integration will be phased. BlackRock plans to deploy its tokenized fund BUIDL onto Arc, enabling subscription and redemption within a single USDC chain environment; DTCC's DTC custody asset tokenization cooperation is scheduled for the second half of 2027. In May of this year, Circle completed a $222 million ARC token presale at a fully diluted valuation of $3 billion, with participation from a16z, BlackRock, Apollo, ICE, and Standard Chartered.

It is important to clarify that the mainnet launch and the open trading of ARC tokens are two distinct events, and Circle has not yet announced the timing of the token generation event.

Macro: Federal Reserve to Announce Interest Rate Decision on September 16, 25 Basis Points Increase is the Baseline Scenario

According to CME FedWatch data, as of September 11, the market has priced in an approximately 85.6% probability for a 25 basis point increase at this FOMC meeting, raising the federal funds rate target range from 3.50%-3.75% to 3.75%-4.00%. The prediction market Kalshi gives a 77% probability, while Polymarket shows a probability of less than 1% for "a 25 basis point decrease."

The shift towards hawkish expectations was driven by the August CPI released on September 11: year-on-year at 3.4%, unchanged from July, while core CPI unexpectedly rose by 0.3%. Oil prices have breached $100 per barrel, with non-farm payrolls in August adding 162,000 jobs and the unemployment rate steady at 4.1%. EY-Parthenon Chief Economist Greg Daco and MUFG Research have both revised their forecasts from no change to a 25 basis point increase.

The real focus will be on the dot plot. If the median projection for the end of 2026 shows another rate hike in December, risk assets will face a new round of pricing; if it shows that this round of tightening is concluding, a rate hike could be interpreted by the market as fully priced in. The decision will be announced at 2 PM EST on September 16, with Federal Reserve Chairman Kevin Warsh holding a press conference at 2:30 PM.

For BTC, this is a week with a double macro event coinciding with the CLARITY vote, and volatility is likely to increase.

CRO: Cronos Announces Roadmap and First Part of Token Economics Proposal Today

The timing coincides with the peak controversy over strategic reserve unlocking.

According to @TheDeFiInvestor's list, Cronos will announce the product roadmap and the first part of the CRO token economics proposal on September 14. The background is that Cronos executive Fwiz previewed on the X platform on September 7: the Cronos App will be launched in 10 days, and the token economics proposal plans to use 100% of the App's revenue for public market repurchase and destruction of CRO.

The controversy on the supply side is also on the table. According to data from cronos.org, the current circulating supply of CRO is 48.54 billion tokens, with 15.11 billion staked and 50.17 billion in strategic reserves; approximately 1.16 billion CRO tokens are still being unlocked monthly, and the community has publicly suggested terminating this unlocking arrangement after September 17 to reduce future supply pressure. Whether today's proposal addresses this point is the most concerning information for holders.

Cronos has just dealt with the attack on the Tectonic lending protocol this month: the attacker manipulated the TONIC price to borrow approximately $120.4 million, and validators rolled back 10,961 blocks to recover around $111.2 million, with about $9.19 million unrecoverable. After the official report was released on September 8, CRO rose from around $0.057 to above $0.06.

VET: Interstellar Hard Fork Activates on September 16, Binance will Suspend Deposits and Withdrawals

This is the third phase of the VeChain Renaissance roadmap and the main narrative behind the approximately 77% increase in VET over the past month.

According to VeChain's official announcement, the Interstellar hard fork (VIP-255) is set to activate at block height 25,902,540, expected at 11:15 AM UTC on September 16. This proposal was voted through on the VeVote governance platform between August 10 and 17, incorporating 11 improvement proposals from Ethereum's upgrades Cancun, Prague, and Osaka into one fork, including BLS12-381 signature verification, secp256r1 biometric authentication, transient storage, etc., aiming to align the VeChainThor virtual machine with Ethereum's execution layer standards.

Ordinary token holders do not need to do anything: there is no token migration, no new contract address, and the supply and staking rules for VET and VTHO remain unchanged. What needs to be acted upon are node operators, who must upgrade to Thor v2.5.0 before activation; exchanges such as Binance will temporarily suspend VET deposits and withdrawals around the hard fork, and users with transfer needs should complete them by September 15.

On September 7, the validator department CTDG under Cointelegraph launched two validator nodes on VeChainThor, being the new institutional operator after the Hayabusa upgrade that opened the validator seats to 101.
